In a medium non-stick saucepan, combine rinsed rice, water or vegetable stock, garlic powder, lime zest, bay leaves, chicken bouillon, and salt. Bring to a gentle boil over medium heat.

Once boiling, cover the pan with a tight-fitting lid. Reduce heat to low and simmer for 15 minutes without uncovering. Remove from heat and leave covered for another 10 minutes to allow residual steam to finish cooking.

Remove bay leaves. Fluff rice gently with a fork. Add fresh lime juice and chopped cilantro. Stir delicately to incorporate throughout the rice.

Transfer the rice to a serving bowl and garnish with extra cilantro and lime wedges if desired. Serve warm.
