Wash and optionally peel the potatoes. Cut into evenly sized fries and soak in cold water for 30 minutes to remove excess starch.

Preheat the oven to 220°C or heat oil in a deep fryer to 190°C. Drain and pat the fries dry. Toss with olive oil, garlic powder, paprika, salt, and pepper. Arrange in a single layer on a baking sheet or fry in batches until golden and crisp. For baked fries, cook for 25 to 30 minutes, flipping halfway.

Heat olive oil in a large skillet over medium heat. Add diced onions and cook until soft. Add minced garlic and cook for 1 minute. Add ground beef, breaking up with a spoon, and cook until browned. Drain off excess fat. Stir in chili powder, smoked paprika, cumin, salt, and pepper. Mix in salsa and simmer for 5 minutes.

Warm tortillas in a skillet or microwave to make them pliable for assembling.

Spread a layer of sour cream in the center of each tortilla. Top with a scoop of beef mixture, shredded cheddar and Monterey Jack cheeses, lettuce, diced tomatoes, and cilantro if desired. Fold the sides inward and roll up tightly from the bottom.

Plate the burritos with a generous portion of fries. Offer additional toppings or sauces such as guacamole, jalapeños, or extra cheese if desired.
