While the tater tots are still warm, press them into cone-shaped molds or foil-lined muffin tins. Return to the oven and bake for 13–15 minutes until firm and golden. Allow to cool slightly before unmolding.

Heat a skillet over medium-high heat. Add ground beef and cook for 5–6 minutes, breaking it apart, until fully browned. Drain any rendered fat. Stir in ketchup, mustard, Worcestershire, garlic powder, onion powder, salt, and pepper. Simmer for 2–3 minutes to meld flavors.

Spoon the hot beef mixture into each tater tot cone, pressing gently to pack. Sprinkle generously with cheddar and mozzarella cheese, then top with crumbled bacon.

Arrange filled cones upright on a parchment-lined tray. Bake at 210°C for 4–6 minutes until the cheese bubbles and melts.
